Homes In Need Program

Lycoming County Commissioners have created the HOMES IN NEED PROGRAM -- a collaborative partnership of community organizations dedicated to maintaining and improving accessible and affordable housing throughout the County.  Administered by STEP’s Housing & Building Initiatives office, the HOMES IN NEED PROGRAM will enable the Commissioners to address one of the more pressing needs identified in the County’s Comprehensive Plan:

 “The lack of available and affordable housing units affects the most vulnerable members of a community, children and youth, the elderly and the disabled, as well as adults and families, and diminishes the overall quality of life in a locality for everyone…… Helping individuals and families find and keep adequate housing is a complex problem that sometimes requires a coordinated effort between housing providers and social service agencies.”

Through a new County initiative, low to moderate income homeowner occupied rehabilitation needs are being addressed through a housing strategy called the HOMES IN NEED PROGRAM.  The program consists of a collaborative partnership of community entities dedicated to maintaining and improving accessible and affordable housing.  The program draws upon an existing set of funding initiatives such as Weatherization, Bi-County Office of Aging, Brownfields for Housing Initiatives and was recently bolstered by the support of County Community Development Block Grant and Act 137 Affordable Housing funds.

The partners work in unison to maximize local expertise, social services delivery and actively leverage funding for housing revitalization projects within the County.  Members of the partnership include:

• Lycoming/Clinton Counties Commission for Community Action (STEP), Inc.
• Lycoming-Clinton Mental Health and Mental Retardation Program
• The Center for Independent Living of North Central Pennsylvania (CILNCP)
• The United States Department of Agriculture (USDA)
• The Williamsport/Lycoming Habitat for Humanity
• The Lycoming County United Way
• The Lycoming County Pre-Release Center
